Singapore Telecommunications is turning to Telefonica International Wholesale Services to enhance its reach and presence in Latin America. Under a partnership agreement, SingTel initially will offer Frame Relay and ATM services over virtual networks terminating in countries where Telefonica Wholesale already has infrastructure.
