The Fiber-to-the-Home (FTTH) Council endorsed legislation in four states (Iowa, Kansas, Louisiana, and New Jersey) aimed at streamlining local cable TV franchising rules. The proposed reform would make it easier for new entrants into video delivery services. Recent video franchise reform bill have passed in Texas, Indiana and Virginia.
