Orange Business has initiated a major internal modernization program by starting the migration of 70% of its IT infrastructure to Bleu, the sovereign cloud joint venture created by Capgemini and Orange to deliver Microsoft services under France’s “trusted cloud” framework. The move aligns with national digital-sovereignty priorities and sets the foundation for a long-term hybrid cloud strategy spanning Bleu and Orange’s Cloud Avenue private cloud.
The company assessed more than 400 applications to determine placement based on data sensitivity. Highly sensitive workloads will remain on Cloud Avenue, while others are planned to transition to Bleu, which is progressing through SecNumCloud 3.2 qualification—Europe’s strictest sovereign-cloud security standard—and has already reached Milestone 1. By initiating the migration now, Orange Business aims to enhance the security and sovereignty of its internal systems while simplifying operations and accelerating access to modern cloud capabilities.
Orange Business expects its internal migration to serve as a reference path for clients evaluating sovereign-cloud adoption. The company plans to use its hands-on migration experience—spanning compliance, architecture design, and operational change—to guide enterprises, public institutions, and software partners as they prepare for onboarding into Bleu’s environment.

🌐 Analysis
Orange Business’ decision to begin this large-scale migration gives Bleu an important early adopter as the platform moves toward full SecNumCloud 3.2 qualification. Since the EC-cleared launch of Bleu in 2023, early phases focused on readiness and pilot engagements with public-sector bodies and operators of vital importance. Orange Business now provides one of the first substantial migrations into the sovereign environment, adding credibility as Bleu competes with other French sovereign-cloud initiatives such as NumSpot and OVHcloud’s SecNumCloud offerings. The step also signals that Bleu’s architecture and compliance roadmap are maturing toward production use.
