The Texas Legislature has passed House Bill 4751, formally establishing the Texas Quantum Initiative—a coordinated, state-backed effort to advance quantum technology development, research, and commercialization across the state. The legislation, signed into law in June 2025 and set to take effect on September 1, 2025, outlines a structured approach to supporting quantum computing, networking, and sensing through policy, funding, and strategic planning.
Administered by the Office of the Governor’s Office of Economic Development and Tourism, the Texas Quantum Initiative will be overseen by a seven-member advisory committee appointed by state leadership. This body will be responsible for hiring an executive director, creating a statewide strategic plan, allocating public grant funding, and producing biennial reports on the program’s progress and impact.
IonQ publicly supported the legislation and engaged with Texas lawmakers during the legislative process. IonQ CEO Niccolo de Masi testified before the Senate Business and Commerce Committee, citing the importance of quantum technologies in addressing cybersecurity and computational challenges. The company also participated in SXSW 2025 events related to quantum policy and workforce development.
The initiative is intended to build on existing research and industrial activity in Texas. Notably, the University of Texas at Austin launched the Texas Quantum Institute in 2024, consolidating over 30 faculty members working across physics, engineering, and computer science. The university has also partnered with companies such as Infleqtion to establish a quantum manufacturing center.
According to the bill’s language, the Texas Quantum Initiative will focus on facilitating public-private partnerships, workforce training, and the development of a local quantum supply chain. It also includes provisions for targeted grants through a University and Business Innovation Quantum Fund and mandates the publication of an annual strategic plan.
Chairman Giovanni Capriglione, one of the bill’s sponsors, stated that the initiative is designed to ensure that Texas maintains a competitive position in emerging quantum technologies, which have potential applications in national defense, advanced manufacturing, and critical infrastructure.
