The French government has signed a Memorandum of Understanding with Fluidstack to build one of the world’s largest decarbonized AI supercomputers, reinforcing France’s leadership in artificial intelligence and digital sovereignty. Announced at the AI Action Summit in Paris, the project will leverage France’s nuclear-powered energy infrastructure to deliver 1 gigawatt (GW) of dedicated AI compute power, supporting the next generation of AI models. The agreement was signed by French Ministers Eric Lombard and Marc Feracci, with President Emmanuel Macron highlighting the initiative as a strategic step in securing France’s position as a global AI hub.

With €10 billion (USD 10.36 billion) in initial investment, the first phase of the facility will become operational in 2026, hosting nearly 500,000 advanced AI processors. France’s national electricity transmission operator, Réseau de Transport d’Électricité (RTE), will ensure rapid grid integration, optimizing the use of the country’s low-carbon energy mix. Designed for scalability beyond 1GW by 2028, the project will generate thousands of high-skilled jobs in AI research, infrastructure, and computing, further positioning France alongside the United States and China as a global AI leader.

• €10 billion investment to build a 1GW AI supercomputer in France

• Powered by decarbonized nuclear energy, integrating waste heat recovery for sustainability

• 500,000 next-gen AI chips to support Artificial General Intelligence (AGI) research

• Strategic partnership with RTE ensures seamless grid connection and energy efficiency

• Scalability beyond 1GW by 2028, reinforcing France’s long-term AI leadership

• Thousands of jobs to be created in AI infrastructure, research, and high-performance computing

President Emmanuel Macron said: “France is the leading European country in artificial intelligence. This €10 billion agreement with Fluidstack embodies my ambition. Our nuclear energy is controllable, safe, stable, and decarbonized—ideal for expanding AI computing capabilities. We must not slow down because the world is accelerating, and the battle for innovation is happening now.”

“This partnership allows us to rapidly develop the infrastructure needed to support the next wave of AI innovations. Partnering with the French government and global industry leaders, we are creating the most advanced computing capabilities in the world—right here in France. France’s commitment to digital and energy sovereignty makes it the ideal location for such an ambitious project, and I very am proud to be playing a key part in this initiative,” said Cesar Maklary, co-founder and president of Fluidstack.

  • Fluidstack, headquartered in London, United Kingdom, is an AI cloud platform specializing in providing high-performance GPU clusters for leading AI companies. Founded in 2017 at Oxford University, the company has rapidly grown to become a prominent AI cloud provider, serving clients such as Mistral, Character.AI, Poolside, and Black Forest Labs.
  • In 2024, Fluidstack achieved significant milestones, including deploying over 10,000 NVIDIA H100 GPUs and partnering with more than 100 data centers worldwide. The company offers fully managed infrastructure with 24/7 support, 15-minute response times, and 99% uptime. Fluidstack’s technology differentiators include the use of NVIDIA’s latest GPUs, InfiniBand-enabled clusters, high-performance file storage, and a commitment to carbon-neutral operations powered by 100% renewable energy.
  • Fluidstack’s founders, including Co-founder and President César Maklary, have led the company in securing strong financial backing from global industry leaders. This support has enabled Fluidstack to undertake ambitious projects, such as the development of a 1-gigawatt AI supercomputer in France.
